On September, 14, 2021 the Foundation Conference of the International Association of Colleges of Transport was held in Saint-Petersburg (Russian Federation). The conference was held on September 13-15, 2021 within the framework of advanced training courses for management of educational organizations of secondary vocational education
The conference was organized by the St. Petersburg State University of Railways of Emperor Alexander I. The conference was attended by representatives of educational organizations of secondary vocational education of the Russian Federation, the People's Republic of China, the Republic of Kazakhstan, the Republic of Belarus, the Republic of Uzbekistan and the Republic of Armenia.

Reports at the conference were made by the rector of the St. Petersburg State University of Railways Emperor Alexander I A.Yu. Panychev and the director of the St. Petersburg Technical School of Railway Transport E.I. Shekhtman.
At the conference, the Statute of the International Association of Colleges of Transport was approved. The International Association of Transport Colleges includes 56 organizations of secondary vocational education, including 43 from Russia, 4 from China, 3 from Kazakhstan, 3 from Belarus, 2 from Uzbekistan and 1 educational organization from Armenia.

9 people were elected to the board of the International Association of Colleges of Transport, including co-chairmen, director of the St. Petersburg Technical School of Railway Transport, director of the Zhengzhou Railway Vocational Institute; Director of the Higher College of Transport and Communications and members of board Director of the Moscow College of Transport RUT (MIIT), Director of the Siberian College of Transport and Construction FSBEI HE IrGUPS, Director of the Tikhoretsk College of Railway Transport - branch of RGUPS, Orsha College - branch of BelGUT, Director of the Construction College of the National University of Architecture and Construction of Armenia, Director of the Samarkand Railway College.
